One point of information. My understanding is that this proposal is not to block child pornography but to stop children having access to pornography.
Clearly child pornography is wrong and illegal. This is, however something else.
At present parents have a responsibility to stop pornography being accessed by their children. They can use filters. If they do, their kids are likely to see pornography at friends' houses, either on the internet or DVD.
The idea that filters should be imposed on everyone unless they opt out doesn't work. Most kids will be able to see porn anyway or will have the ability to opt out on behalf of their parents.
Older people will not be so savy and will not be able to opt out. So kids will see porn and older people will not.
