Yeah you can, all you need is the drivers name and the vehicle registration. You can ring the police and they will provide this for you, also DO speak to Oliver Jeffcott! He and his assistant are currently handling my case following an accident and have been nothing but helpful, really great guy who knows his stuff when it comes to cycling claims.
