Afraid I can't help either to what it is, looks like it's got some significance considering the setting. Almost looks like a fancy version of Graeme Obree's old faithful.

It's from this set, given that there are Moser, Indurain, Rominger and Boardman hour record bikes on display, it's obviously some kind of temporary exhibit, I'm guessing the exhibit title is "Designed to Win"
"Designed to Win" was an exhibit at the Design Museum forming part of the 2012 Cultural Olympiad, which matches up with the photo date.
Still don't know what that frame is, but a few clues there for another sleuth to follow up.

It's captioned as 'Old Faithful' here but it looks nothing like any version of Obree's frame I've ever seen.
The nearest version seems to be this, but again it's nothing like either the real 'Old Faithful' or the frame in the exhibit
Seems that if it really is an Obree frame, then it's whatever he pulled out of his shed in response to a request, some kind of test mule or intermediate design between 'Old Faithful' and the TT bike above.
