I don't like using things like hot air guns or drills.
Think I might strip the bits that are peeling away and then sand it down.

It's much easier to use a gloss roller and tray on a door rather than a brush, as laying oil based paint with a brush needs practice.
This.
It's quite common to use rollers for gloss now, but if you do, be sure to use the right kind of roller ( sponge, rather than lambswool ). Personally, I much prefer a nice brush finish, but there is definitely a knack to doing it well. Also, I'd recommend not painting it in the blazing hot sun as the paint starts drying too quickly and spoils the finish ( imo )
Good preparation is very important. Too often people think paint is a way to cover up mistakes. Often the paint will only highlight the defects underneath it.
Good luck :-)

If you're going to sand it down wait until it's completely dry, otherwise the sandpaper will load up too fast with paint and just frustrate you.
Using a no load sandpaper also helps.

Going to buy a frame off a forumenger - who has a yellow star but status disabled, he seems legit but isn't on good traders and I don't know him. What's the process/best practice here?

^^ Check the paint can or manufacturer website, there is a huge range of drying times out there for different paints.

any one know some one who can do small welding jobs in London ( sth) ? I had to rebuild a custom skewer for my trailer by cut off the end of the pin on other side which is the lever. I had to cut off the head that stopped it coming out again. Since they are custom skewers not easy to get hold of and any way not safe in my opinion in the standard form. So I need some one to weld a new head on.
Decent hot air guns ( if you can borrow one ) will be heat adjustable.
I had an old one where the only heat setting was 'volcano'.
