    No. Old road frames (64cm ST , ~60cm TT) are more common and thus cheaper. Don't spend any significant amount of money on your first build. Make it your beater.
    Only technical thing to be concerned of is dropouts: spacing and direction. Steel frames can be flexed reasonably (google topic with 'Sheldon'). As long as they're not vertical you'll be fine.
    Make your first build be a an exercise in education, of you outbid for/ buy a classy big track frame then you'll most likely realise in a couple of years your build was shit and you coat a fellow tall man a classy bike.
