Thing is, that's an OLD frame so the geometry is going to look weird unless you're building a cruiser type thing.
there's a big step up in quality between a £20 frame and a £50 frame. I'd gey something designed for 700c wheels and guards. 531 touring/audax frames are readily available for £50.
That's just my opinion, of course; you may be looking for something different.
