Well that escalated quickly... good price in the end but more than I was willing to pay. I'm not sure it's actually a 63, I think that might be to the top of the seat tube making it a 59ish.

It's not a problem, it just looks 'gappy' unless you have large tyres and mudguards.

It also weighs a metric tonne, which might be fine - but there are better 'winter' frames out there.
Obviously depends what you want it for though, so I'll shut up.

Thing is, that's an OLD frame so the geometry is going to look weird unless you're building a cruiser type thing.
there's a big step up in quality between a £20 frame and a £50 frame. I'd gey something designed for 700c wheels and guards. 531 touring/audax frames are readily available for £50.
That's just my opinion, of course; you may be looking for something different.
