Saw this a couple of times finally snapped it up. I am assured by locals that the bloke/sheila works in the shop right next to the rack but still made me cringe.
I go past this most days and there is always something locked up abysmally.
The stands aren't visible from within the shop and I don't think the cafe across the road will be much help if something gets lifted. It's pretty central too.
