Had exactly this issue with an older Omega frame- the seat-cluster on ours was something odd like 30.6, we got a shim to adapt it to 27.2 (a 27.2 post slides straight in).
We considered having it reamed but that would have left the seat tube walls too thin if we had taken it out to 31.6.
I'd pop in to have a chat with Coldharbour at Talbot Frameworks, or Ryan at Oak before committing to a reaming.
