It's all part of the propaganda machine to show that Rooney wanted to leave, and that the board had money to spend. But oh no! Thiago wanted to go where his previous manager went, who is the brother of his agent, and who actually look like winning shit.
Cesc to United looks like a done deal, but I would not be surprised if this is more gubbins to look like they're bidding for someone.
