They bloody well have to do something. Regardless of who's at fault, these HGV have no place in congested, mixed vehicle traffic - especially at peak hour.
Strangely, just last week I actually chased down a HGV from that intersection to congratulate him on his patient and considerate driving and actively avoiding any incidents. His response was that he hates driving through there and wished he didn't have to, at least he's aware though. This is a very multi faceted problem.
