    Lifted directly from Wattage:

    "UCI Rule 2.3.027

Feeding is prohibited on climbs, descents and during the first 50 and last 20 km.

The commissaires panel may reduce the distance of 50 kilometres mentioned above, depending on atmospheric conditions and the category, type and length of the race. Such a decision must be communicated to interested parties before the start of the race.

It was an obvious and illegal feed. I hate to spoil a great race and stage, but you have to park your car for THREE DAYS at least, to get to that spot. This was planned, it was public, and it was specific........"

Feed station placings and cut-offs for bottles are often changed on the day due to the whims of the RD. In such hot weather they would make allowances. If Sky were, theoretically of course, to have a nutritional strategy that relied on a particular supplement in a large amount of fluid just before a hard effort/climb, then they would be taking advantage of dishing out as much as they could as late as they could.

The rules regarding feeds are there for various reasons, but it's not to force the riders to become dehydrated.
