Women in the Tour de France

I don't see how the women couldn't compete at the same time, but just be ranked seperately?

There would just be two peloton's - a leading peloton made up mostly of men and a following womens peloton made up mostly of women...

... some of the fastest women will actually be faster than the 10% slowest men in this TdF

Anyway, that's detail- I support the general idea

All of the above: it would work one way or another.
