I think it's the latter, with two seperate races, but run on the same days just like Flanders and Flèche. You can't really argue for a mixed sex race because they could agree to it and allow entry for women, but none* would be selected because they just wouldn't be competive, so you'd have the exact same race you have now.
*Except Marianne Vos, she'd probably take the yellow...regardless of how much sauce Froome was on.
