I'd want to watch it again, but it looked like a swerve from Deg while Cav was trying to get around, which he quickly corrected, which either resulted in Cav going in further than he was expecting on the shoulder, or Cav just didn't care and went for the bump to remind him what's what.

Cav lost his own leadout and jumped on the wrong wheel, Degenkolb looks over his shoulder, drifts a bit out right, Cav's already out of the running, gets frustrated and takes him out. Bullshit behaviour.
