From the Standard: A police community safety officer at the scene claimed the hire bike was thought to have been laden with shopping - which may have caused her to lurch into something and be thrown into the path of the lorry.
If it was simply thought but not known then why mention this. Could have easily said 'the weather was hot and it is thought that the driver may have been looking at ladies passing by in their summer clothes, which may have caused the driver to become distracted and drive into the cyclist'.
We don't know if this happened, so would not mention it....
