Nice lugset on the silver frame. Looks like French
Oscar Egg cut out lugs from 1950's.

just how heavy are the track frames? and are they the oneswith od seat post/ headset etc?

Lugs in these are indeed nice. These were the cheapest track frames available in the Soviet Union. I have Start Shosse frame, that is basically Rekord with road dropouts and it must weigh something around 2,2 kg and I reckon Rekord must come close. Seatpost is 25mm both in Start Shosse and Rekord. Original forks and headset have their own Soviet standard, but they fit ordinary 1" headset.
