Nice bike as you say could do with some TLC, but looks solid. I would put a price up though or you'll get loads of people nagging you about it. It'll make it easier. GLWS

In the interest of clarity and keeping us all safe i've taken some further pictures, honestly, it doesn't look pretty to me but i'm a straight shooter and i'd prefer to put it out there warts and all see if this is salvageable - i don't feel i can make that call, as such i'll leave the initial price as is but with very much an 'under review' footnote.

Roy Swinnerton track bike, Reynolds 531, 54.5cm seat tube, 54.5cm top tube - both CTC.
As you can see the frame has rust in it, i'd guess it dates from the late 70's, original paint, decals it's got a lot of character but please make your own call on condition.
Components:
Cinelli 1a stem and Cinelli Criterium bars (40cm) in good shape.
Campagnolo chainset 170 Strada
Campagnolo Super Record seat post 27.2
Mismatched wheels, Mavic clinchers, Campagnolo front hub (looks to be a converted road hub), rear hub of undetermined origin, viliers cog.
Michelin tyres, front will need replacing.
The saddle's a Turbo and is serviceable but long overdue it's retirement.
There are no pedals with the bike.
Needs a bit of TLC and a new saddle and tape along with a good clean up, it oozes character but that might not be for everyone.
Based in Bristol for local pick up or can post at cost if there's any interest.
