Wanted: 58-60 cm steel frame road bike ±£400

Hello!
I recently got my steel frame road bike stolen and need a replacement. I'd like a classic steel frame bike with gears and strong wheels, as I will be racking and using daily with panniers. A sturdy all rounder with a classic aesthetic. Any help would be hugely appreciated.

EMPO used to be a well known Dutch factory, comparable to Gazelle in its day. This is a solid touring bike, with ample clearance for mudguards and room for luggage racks. Its components are mostly Shimano (600 mechs, Tourney center pull brakes, high flange hubs). Weinmann rims, SR chainset, bars and stem.
