We agreed on cash on collection, but he didn't respond to me asking when was good for me to come and collect...
Its only been 24 hours, so I know I'm being impatient already to even worry about it, but I've got a race I would like to use the wheels for this weekend...

H - a lot will depend on what the sound issues are. Tape hiss can be countered, a shitty mic placed next to a TB patient halfway across the auditorium to record a lecture 40 years ago is harder to resolve.

Yup, but a bit better is better than nothing. There's hiss, and it's a bit muddled. I'm hoping there's a way of drawing out the distinct sounds a bit more. I'll play around.

You would probably be able both to reduce the hiss and bring the voice to the fore with some judicious EQing (roll the top and bottom end right back, and enhance the upper-mid-range). Probably. PM a link to the MP3 and I'll have a go tonight if you like.

I just tried to noise cancel the hiss. I think it made it worse. If anyone wants to have a go, have at it - but they're four massive and long files.

Would this be feasible for doing frame repairs? I use oxy propane in a kind of hodge podge mixup using a hearth to do them at the moment, looking into birthday presents (to myself-august) at the moment?

You're at least as likely to find a USB socket on the ICE as a CD player which happily plays CD-Rs. I put my whole music collection on a £14/16GB USB stick, takes up about as much space as a postage stamp.
I've rented a few cars in the US, your rental is very likely to have an AUX input as a minimum. The Chevrolet Traverse monstrosity, as modeled by myself here:
