My limited, second or third hand, zero-experience-of knowledge lends me to believe that to go over mountains quickly you need to be little and light, or have a jet engine strapped on. To keep the power down and the bike planted over cobbles you need more mass, which is why Cancellara can shoot away from better, lighter climbers on the short, stabby and cobbley climbs of Flanders.
