Surly Fixxer works with Shimano freehubs.
The eBay link you posted screws onto freewheel threads and gives you the correct chainline, but only the appearance of lockring security, as the adaptor can just unscrew when you resist the pedals.
I'm by no means an authority, but from what I've read about converting various Hed discs to fixed it seems like it's much more hassle than it's worth and you're better off just buying a proper track disc.
