hmm yeah could be a fault in the line. I don't know much about cable, only ever worked with DSL/Telecoms. I had similar problems with my DSL when it rained. After a while BT discovered my cables were partially exposed, and there was a hole letting rain water in. So building repaired, and new cable = problem solved.
Mind you, good luck trying to get any teleco company to do anything about it.
