Ed, that's a Bates with Cantiflex tubing (larger diameter in the middle) and diadrant forks. I nearly bought a cantiflex tubeset on the forum, but couldn't get the fork blades, it's a really tricky steep double-bend to do without knackering things.
This will hopefully be the worlds first Flying Gate with Vibrant stays. No fancy lug-work though.
