Neymar move was concluded last year when they declared a "secret" payment to Santos.
General conclusion is that Neymar will give them their much desired Plan B.
They will also need at least one very good CB if they want to compete for the CL again. It's going to be make or break time to show who's boss in European football next year.
If I were a betting man I'd spend money on Bayern who have been incredibly proactive in signing a talented novice head coach (compared to Heynckes anyway) and some excellent reinforcements where they saw fit. They could well become the first team to defend the CL successfully.

The Neymar transfer to me signals a regressive more for barcelona.
back to buying in overly expensive shit, in order to sell shirts.
They should stick to small transfers, very few of the big ones ever pay off.
Song, Fabregas, Sanchez, Chygrynskiy, Mascherano
They have a history of doing shit transfers, sometimes they get it right (Ronaldinho, Ronaldo, Romario)
See what I did there..

Tenderloin,
I think the Neymar transfer is about Sandro Rosell, sticking two fingers up at Madrid (if they were the other team in for Neymar), yeah he wants to sell shirts, but Barca have for as long as I've been following, gone for big names, Cruyff, Maradona, Rivaldo, Ronaldo, etc...
Neymar gives them more attacking options, and he's a long term purchase...

@Cornie: Read the comments on the Sid Lowe piece about Neymar for my feelings about Neymar.
can't be arsed?
They've already got someone in house who could perform his role, he's a bit of a cock pony, and there's no defending capabilities lined up. -

Okay maybe I was being optimistic with the transfer prices, but as a PL youth product you would think there would be a surcharge, but 80k, 100k, you sell on ten of those players a season, plus every so often one for more and the academy set up is breaking even, yes? Or am I living in cloud cuckoo land here.
Where's jaw to back me up!
Looking at coaches per capita numbers (something the uk is light years behind europe in) my guess would be getting a much higher standard of coaches in, a much better pay and much more prestige. What's the point spending shit loads on managers/coaches when the years for nurture are long gone?

this bit you mean
"Barcelona have certainly become aware of the need for more variety and creativity in attack and Neymar should be capable of fitting into their formation and philosophy. Yet the signing, which feels to some like a matter of presidential prerogative rather than tactical necessity, has provoked significant doubts – not least because Barcelona's priority was a defender.
Others have questioned whether Neymar, who has scored 20 goals in 32 appearance for Brazil, is as good as he appears and if he will adapt sufficiently quickly to the European game.
Then there is the issue of his ability to combine with Messi, around whom Barcelona have built their team. Asked about the signing of the Brazilian, Johan Cruyff, the former Barcelona player and coach, and long a critic of Rosell, said: "Messi and Neymar? Two captains on one boat doesn't work."
