I want this mainly to avoid a custom F+F build (not for the money reason but for the amount of time it takes) it's isn't ticking 2 boxes for me though 1. Toe overlap (which as you said with a freewheel wont be much of an issue and at her height EVERY bike with 700c wheels is going to have it) 2. Tyre clearances; ideal would be 32c (which I can see would be close to impossible to fit) and 28c are fitting too tightly with not the whole dropout utilized and dangerously coming close down tube in the front.
Apart from that it looks good. If it was me i'd use 23c tyres and can deal with toe overlap ..
