I'm actually having a hard time getting some mudguards with big enough clearances. On top of that it appears to be designed for 700C wheels and a lot of balloon tyres are hard to come by in those sizes. At the moment I'm thinking of some 35c gumwall Michellin World Tours - the unpoppable tyre.
