I would say that it's pretty fuppping unlikely that they won't let the previous years winner start the tour. Worst case scenario is that he sulks and doesn't contribute, then blows the TT stage away. He's not exactly the kind of rider who could attack solo and cause problems for someone like Froome, he needs a team working for him to damage the race.
