If you intended to tour only in cities, sure, but generally you don't need to carry a hefty lock, I didn't when I went on a 3,000km tour with just a tiny luggage alarm lock, as long it prevent people from riding away, it's fine.
Not saying the countryside have no theft, just there's a lots less risk compare to cities.
Plus, lock the padlock with the frame as well, says, on the chain making it diffcuilt to ride away.
