Very lazy thieves - or just taking an opportunity. I am assuming they were quick release wheels, so they took what they could without tools. If they had an allen key or two with them, they could have had the whole bike in about thirty seconds. Like you say, she is lucky to find any of it. Suggest she moves the lock now, or someone will take the rest before she comes back with the new wheels or car to carry it away.
