    No it's not.

    People like this rely on people thinking "fuck it, I can't be bothered": you need to pursue it.

    Goods lost in transit is his problem, not yours: file a Paypal dispute.

    Goods not as described, ie damage not disclosed: file a Paypal dispute.

    This is where Paypal earn their fees: file a dispute and don't compromise; make sure he pays for return postage *before *you send it back, or screw him for a hefty discount which accounts for the lost stem, the dent in the frame, the delay in posting and the fact he's a cunt.

    If you don't pick him up on this, he's just going to keep on doing it.
