If i want my money back, does the seller also give me the cost of the postage here and then back there? Or is it only the price of the item back?

it changes two days at a time. so you can have either english or thai.
it's supposed to be that way. mine is english/french and the english/kanji(japanese) ones are highly sought after. there's also english/roman and possibly even more domestic versions.
