It's alright for dogs like yours; little scrappy bastards like the one above get exhausted being forced to run along (look how it's pulling - he's not having fun).
Get exhausted because they're 'scrappy little bastards'? You don't know dogs too well if you think that: little dogs tend to have higher energy and loads of stamina. Terriers can run all day long. Lurchers like mine are much faster and keep up easy, but also will get tired. Bred for short bursts of intense running. That said mine is a Saluki cross so more stamina than most.
And dogs generally love going out with you on a bike. Means you can finally keep up with them and they don't have keep waiting for you when there are so many interesting things ahead.
'Course I don't know the specifics of that particular cyclist or his dog, but I'm also not going to make a snap judgement on the basis of a photo.
