Yep, that's the one. Actually the hotpants are less odd than the facemask/goggle shades he's wearing. I just don't quite get the logic behind shortshorts plus knee warmers and long socks. Does he have a problem with his thighs overheating?

he might have lost a bet. which would make him a stand-up true to his word guy who does what he says he will.
