It's embarrassingly flat here so I can't really talk about hills but this morning I swapped from a 10km loop with 13m climbing* for a loop with 65m climbing*. Sure my legs were toast after a tough ride yesterday, but I was shocked how much harder the latter was! Last week I was relaxed at 4:20/km, today I was cooked at 4:30/km.
