Hi,
I just measured the frame:- the seat tube (min height of saddle to BB) = 21inches
- effective top tube (mid pt of saddle to stem) = 21 inches
- pedals = 175cm
wheels are 700c if i am not mistaken.

I'm sure the wheels are 26 or 28...and they look 26'' english bikes of the period only had sprints if they were track bikes.

Yes, 26" indeed.
Apologies for the confusion.
Vintage steel phillips frame. It is in good condition and ready to ride. The frame bears some chips and scratches, consistent with it's age. The worst chipping is on the head-tube.
Had to change the brake pads from the originals to new ones. Cables and chain were also replaced at the same time two months ago. My gf is 5'3" and is the perfect size for her, but the frame feels too heavy for her.
She is looking for 150gbp.
