Use a bit of rag or anything between the tire and the down tube rotate the wheel untill you get the right chain tension then relax and tighten your wheel nuts / Atomic locking wheel nuts.
Regarding the mole plier attack it looks like the inner with the thread and the housing are separate so i would spin freely but it also seems to have a wedge that drops into the dropouts so you can't even turn that when tight ??
