After originally trying to sell this as a complete bike I've stripped it down this evening.
It's 56cm, and I'm 99% certain is made of 531ST but there's no sticker.
It is, however, definitely a Raleigh touring frame of some sort which will be built with 531 or 708 (?) depending on the age.
Anyway - it's a bit tatty on some bits. The bottom bracket has a stuck drive side cup. Luckily, it's a Shimano 600 cup and cone one so it's not really an issue as you can clean it dead easily. Your LBS should be able to get it out, or a frame painter if/when someone decides to get it repainted.
This might be necessary. There are some bits of light rust around the edges, as can be expected, but nothing major.
All important threads are intact but the non weight-bearing ones (eyelets for mudguards at fork crown and brake bridge) could do with being chased to make them perfect. They do still work, and I've had mudguards in them no problem. The threads just wouldn't be ok for brakes, but it's a frame for cantis so it makes no difference.
Next issue - one of the front canti mounts snapped off and has been replaced with a 'problem solver', which involves drilling out the canti post and putting a thread on. It now takes a special brake post which was around £5 and is obviously included. (Can't find the original item but it's sort of like this http://harriscyclery.net/product/problem-solvers-cantilever-stud-10-x-1mm-threaded-sku-fs1169-qc49.htm)
Other than those problems, it's a sweet, sweet frame. Rode like a Volvo when I had it built up. Once it gets going it feels like it'd smash through brick walls and absorbs every bump in the road. Laugh at those potholes. Could also be built up as a fast tourer, which is what I intend to do with it if it doesn't sell.
No dents that I can see, no other issues other than the bits of rust and the things I mentioned above. Totally workable, but could do with a respray probably.
56x56cm
Rear spacing 120
Front 100
Steerer is fairly short, but fits perfectly in the 105mm headset included (sweet).
