That ain't a cone, it's a cartridge bearing.

Thanks for that. Stupid on my part... I'd so much been expecting a cone that I was blinded by my preconceptions!
Managed to tap the axle out. My wife had actually said with a skant glance much earlier yesterday evening... "can't you just push that out". I really need to listen more!
Still need to try to pop the bearings out which looks trickier. Needle bearings at the crank end and roller bearings in cage as can be seen in the photos.
Trying to adjust some old TA Road Pedals. The good news is I have got the notoriously stubborn dust caps off! Once inside, the first nut and washer comes off okay too, but the cone is fully round with no flats. I can't see any trick I'm missing, and it's too tight to do anything delicately with pliers. Am I totally missing something?
Any knowledge of these pedals or ideas very much appreciated. Stuck some photos up below to show what I mean about the cones.
