Dave Hill's cycling articles are a bit strange. He appears to have decided that investment in cycling shouldn't be happening because the current participants are too rich. I suspect pulling out a 4 year old piece of research (based on fieldwork done in 2008 & 2009) is to justify that.
The normal bike blog author has described his articles as spectacularly missing the point.

Dave Hill is crap in general - despite Mr Walker's polite platitudes, DH's blogs about East London are also often peppered with inaccuracies and misinformed conjecture.
