Those three will be at or near the top of most people's lists but that does also mean more expensive and long waiting lists. There are others in London who will do a good job. Do you just want a simple, clean mandala or part of something a bit different or a larger pattern?
Kali at Never Say Die down in Croydon is worth a look and will have less of a waiting list, although one of this month's tattoo magazines (forget which) did a big profile on him so that may be changing a bit.
