Not sure about welding. As you may or may not know Tom Donhou (ex-resident Norwich frame builder extraordinaire) has moved to London, and I personally don't know of anyone else. That said, the guy that built Chris Boardman's Lotus frame might still be operating at Rackheath, but I've got no details for that. Others will possibly know more.
Also, if you've got sloping drop-outs you could just run it as a standard conversion - it works fine for tensioning etc, plenty of people on here do it, it just doesn't look as nice. Track ends on a 531 frame that wasn't designed for them probably won't make too much of a difference to clearances and what-not anyway, as the geometry will stay the same.
