having had a few motorbike crashes make sure you take pics of the road, get pics of the hole with a ruler next to it and in it also any holes close should be noted and also do a sketch of the same. I've had to do this for solicitors before they also say get pics at the same time of day as the accident.
I'm not sure if they shifted responsibility for potholes from the council to the highways agency, I know if you report it to the council they tend to have the hole fixed that night and if you haven't got pics they say it never existed as my mate found when he snapped an alloy.
