Pics and are you sure it actually needs a respray? There is nothing like nice patina and history on an old bike. IMO if you're after a new looking bike, buy one.
Also as you're looking at c.£80-150 is it actually an interesting/expensive/quality enough of a frame to justify the money?
Thoroughly cleaning, t-cutting and polishing/waxing will almost definately bring the life back to the colour/tone of the paint and remove the marks. Then you should just be left with a nice patina.
