Is it time to start calling out bad cyclists?

In April 2012 I bought a No Logo black 40mm flipflop wheelset fitted with tyres, tubes, sprockets etc from their eBay outlet. the wheels arrived in a NoLogo-branded box, with my invoice/packing slip in one of those pouches on the outside.

They had rimtapes.

Apologies then.
All the ones I've come across (including the one I bought myself for some insane reason) have been sans rim tape.

Although to be honest the rim tape was my last concern as the bike seemed to change shape every couple of months until one day it just started falling to pieces beneath me.
If I'd have carried on with it I'd probably have found myseld just walikng around holding some handle bars with no teeth in my head.
