Moderators (requests and notices)

@Velocio: Why not delegate to other moderators? (I'm not volunteering)
Then you could have less work to do. And then the people who want to keep everyone in line could do that.

Well in my ideal; my role as a moderator shouldn't exist... and neither should anyone else's.

So simply saying "more mods! delegate the work", is to create another problem, and still without addressing the real problem behind why we were having to do that.
