Perhaps he whole of https://www.lfgss.com/forum10.html should be moved to somewhere where the light of the public internet doesn't fall on it.

A strong argument could be made as to whether that forum should exist at all.

But then, just as balancing the accessibility of the forum for all users is also balancing the fact that what makes a community stick together is in part that off-topic stuff. A bike site solely about bikes and apparently nothing else would be unrealistic and too one-dimensional. Keeping the off-topic stuff is important, and keeping it within some realms of community standards and minimising various risks (liability to the site, to the users, blacklisting, etc) is just part of that.
