Surely on a track you would want a tight chain, I would have though a slack chain bouncing around would create drag or is that being really anal?

No, you want it slightly slack.
A tight chain is noisy and wastes energy, a slacker chain is smooth and always pretty tight when riding as you're only putting energy in one way.

It's not bouncing around, as your should be keeping consistent load on the chain. Slack chains roll easier, less interference
