I have noticed that one of the seals on top of my bicycle head tube is broken. A rubber type seal has split and is hanging on. (I believe it is the dust cover.)

Where can I find a replacement?
I can see entire headsets for sale but not individual components.
How easy are these to replace? I take it you need to dismantle the handlebar to access the headset, and then seperate headset?
What is the consequence of not reparing? I assume I will be exposing the headset to the elements and will damage overtime.
