Small bit of googling reveals they are known as 'binder screws' or 'interscrews', generally made from Nylon or HDPE

These guys sell them individually though would be buying a packet as they are useful for other stuff. About 30p each for the right size (40mm total length between the heads, low profile head etc) 12mm diameter on the heads is OK though would have prefered a bit larger (20-30mm) to resist tearing the material.
